Krishna is fully powerful and merciful and fulfills the desires of every living being. He gives Himself fully to those who completely surrender to Him.
Srila Prabhupada writes:
“It is not that He [Krishna] becomes attentive to us only when we offer prayers to Him. Even before we offer our prayers, He incessantly tries to deliver us. He is never lazy in regard to our deliverance.” (SB 8.3.17)
